I am both pleased and humbled to announce my candidacy for the First Court of Appeals. I have been in private practice for over 30 years and am the only candidate for this bench who is Board Certified in Family Law by the Texas Board of Legal Specialization. The fact is that, if elected, I will be the only Board Certified Family Lawyer sitting on either the 1st or 14th Courts of Appeals.
It is important that every case be reviewed properly and that a ruling be issued based on the Constitution, the existing law, and the precedents found in prior cases. “It is not my job to change the law; that is what the legislature is for.”
As Justice, I will ensure that the lower courts are appropriately following the law and that the decisions being made are fair, equitable, and uphold the integrity of the Texas legal system. I share the conservative values of judicial restraint and strict interpretation of the laws as written and will not allow judges to legislate from the bench. My commitment to prioritizing the public safety of our communities is why I’ve been endorsed by the Houston Police Officers’ Union and numerous law enforcement groups and elected Republican law enforcement officials across the region.

Todd is running for the First Court of Appeals because appellate courts matter—and so does experience. Every case that reaches the court deserves thoughtful review grounded in the Constitution, the law as written, and well-established legal precedent.
With decades of trial and appellate experience, Todd understands the real-life implications of the court’s decisions. His background makes him uniquely equipped to bring balance, expertise, and fairness to the appellate bench.

Over the years, people have lost faith in the judicial system due to a lack of transparency, personal agendas, and apparent biases. I prioritize transparency and accessibility throughout the judicial process to ensure equal treatment under the law and restore confidence in the integrity of our legal system.
Consistent application of the law is essential for fairness and predictability in the legal system.

Allegiance to the Law
The Rule of Law is the Precedence
Judges have an allegiance to the law, and we have the critical job of applying the law as it is written. Our duty is to resolve disputes efficiently and fairly without prejudice or bias. I recognize and have seen first-hand how cases can impact lives and this is not a responsibility I take lightly, which is why I will ensure that the law is the basis for every ruling in my courtroom.
About Todd Frankfort
A native Houstonian, Todd Frankfort has over 30 years of legal expertise. Throughout his career, Todd has specialized in complex marital property issues, marital property agreements, post-divorce disputes, divorce and custody litigation, child support enforcement, international jurisdictional issues, negotiation, and dispute resolution. Todd has litigated these issues in over 10 counties state-wide and has represented litigants in their family law appeals before several appellate courts in Texas.
Prior to his family law practice, Todd specialized in real estate and commercial litigation, homeowners’ associations, leasing transactions, and purchase & sale transactions involving both real estate and corporate entities.

An active member of the Houston Bar Association and legal community, Todd is a frequent lecturer on family law matters. In addition, Todd is active in numerous organizations including the American Academy of Matrimonial Lawyers, Houston Volunteer Lawyers, Harris County Dispute Resolution Center, and has served on the Board of Directors of the Houston Lawyer Referral Services and the Houston Bar Association. Aside from his involvement in the legal community, Todd has also served as a Vice-Chairman of the Breeders Greeters Committee of the Houston Livestock Show and Rodeo.


Todd graduated from The University of Texas at Austin in 1990 with a BA in American Studies. He then attended South Texas College of Law where he received his JD in 1994. Among his accolades, Todd has been selected as a “Super Lawyer” every year since 2012, received the Houston Bar Association “President’s Award” for outstanding service in 2004 and 2012, and received the Houston Bar Association Merit Award in 2003.

A die-hard Texas Longhorns fan, Todd is the proud father of two daughters, Lucy and Claire, who both have graduated from Louisiana State University in Baton Rouge. Along with his English Bulldog, Petunia Jane, the Frankfort family enjoys cooking together, traveling together, and exploring the outdoors.
